Purchases new materials, equipment, machinery, and other supplies at the most favorable prices consistent with quality, quantity, and other factors in garrison or in the field.

Draws up specifications according to military standards, using correct nomenclature. Forwards invitations for bids, opens bids, interviews sales men, and awards contracts. Maintains records such as cost, delivery, inventories, and other items pertaining to purchases. Checks receipt of supplies as ordered. Supervises clerical workers in purchasing and contracting office.

May make cash purchases and keep records and funds.

Must be thoroughly familiar with Army regulations governing procurement methods and procedures.
